The Clarity Act, which would establish comprehensive crypto regulation in the U.S., passed the House of Representatives last year but remains stalled in the Senate. The primary obstacle centers on ethics language within the bill, with partisan disagreement over provisions addressing government officials' involvement in crypto ventures.
Recent draft language circulating on Capitol Hill proposes banning government officials from promoting or profiting from cryptocurrency activities. This provision has sparked debate, with some Democrats citing concerns about the Trump family's crypto business interests, including meme coins and the DeFi protocol World Liberty Financial. Cuomo noted that both parties needed to approach ethics questions carefully, pointing out that conflicts of interest exist across the political spectrum.
Bipartisan groups have reportedly drafted new ethics language currently under White House review, suggesting potential movement toward resolution before Congress's August recess.

Cuomo highlighted the regulatory clarity gap between the U.S. and international markets, particularly Europe.
